If you will notice that the carburetors are on the engine with the fuel pump and diaphragms vertical (on edge) to gravity, and the linkage has a connecting rod. It will only work in this configuration. The throttle shafts cannot be connected end to end. If they are, then when you pull up the carb will go rich and when you push up, the carb will go lean, or vice versa.
