Briefly, over run RPM with a 2 stroke is not a problem as these engines are both port and exhaust limited. That means that when a certain high RPM is reached, the power drops off substantially. On my engine, I loose almost half my horsepower a few RPM above 7000 due to my tuned exhaust. Always the critical factor for seizure with a 2 stroke is having the mixture lean out such as a decent at partial throttle (worse case). When you over rev, it causes the engine to "go rich". The piston and induction ports along with the exhaust limit your power, thus limit your RPM.
